Update: Found an article in the OC Register detailing the sculpture and it's creator.
Here is a portion of the article:
Local artist Terry Thornsley, known for creating the oak tree bronze in front of the Montage Laguna Beach resort, won with his mural titled "Grace." The mural features a marine scene of undulating waves crafted from sheet bronze, copper and stainless steel. An old lifeguard dory can be seen paddling toward a struggling figure in the distance, Arts Commissioner Pat Kollenda pointed out.
The $40k mural is from local artist Terry Thornsley, called "Grace".

DeleteBy-the-way, you can thank(literally) the Laguna Beach Arts Commision for 'not' approving the earlier two proposedsculptures.
