What's Wrong With This Picture?

Laguna Beach: xMas TreeActually there is nothing wrong with the picture. It's a very good.

But what it shows is not so good.

Holiday trash collection schedule and Tree Recycling
Residential and commercial trash pick-up schedules will be delayed by one day through the two holiday weeks. Residents who receive service on Tuesday, Wednesday, Thursday or Friday should place their carts out for pick-up one day later than usual during these two weeks. Waste Management will collect and recycle holiday trees on the regular collection day, at no charge, between Wednesday, December 26 and Friday, January 18. Trees must be cut to lengths less than four feet. Decorations, tinsel, metal ornaments, and metal stands must be removed from the trees. Flocked trees will be collected but cannot be made into compost due to their chemical content. After January 18, a tree can also be recycled by cutting it up and placing it in the green waste cart.
I'll repeat the important sentence in the above City Of Laguna Beach press release:
Trees must be cut to lengths less than four feet.
Then again I've noticed that many Lagunans are physically challenged when it comes to cutting or reducing the size of their trash. I've even seen boxes big enough to ship a refrigerator set out on the street for trash pickup.
