The Harbor Saga Continues

Laguna Beach: Runamuck HarborIt will be a month this Thursday. It's been a month of continuous mooring of the sailboat off Laguna Beach's shore. Is it legal? Must be because it's STILL there.

  1. Why would it be illegal? I think it's pretty cool. Who are they? Where are they from? Do they come ashore on the beach usng their dingy?
